Tooltip updates for Proc Items (don't show % chance if 100% chance to proc)
Revamped Proc Projectile functionality so that items like Headwind Hailer are a lot more effective to use (accurately aims at targets even if you're moving)
Fixed Disconnect problems related to Setpiece changes.
