Patch 0.15 - UI Update, Balance and Gameplay Bugs

It's time to retire the old orange UI, whilst it had charm the new UI is far more presentable and accessible.
Many new features can be found in the new UI such as objective tracking and a better understanding of staff stats.
Another major change, booths will now "call cars" to their lane when other lanes are getting busy to help rebalance cars. This will help prevent cars piling up in one lane whilst other queues are empty.

- Booths now "call cars" in adjacent lanes to their booth - but only when staffed and have less than 4 cars.
- New operations controls to increase the frequency of lane redirect calls from booth operators.
- Cars have had more protection installed against zombies (+25%) and fire sprites during heatwaves (+50%) to delay explosions and despawns.
- Patrol staff (maintenance and security) will now collect frogs off the road when it's raining frogs.
- Bonus directives for large vehicles now only applies to tier 4 and 5 vehicles.
- Security staff now have a 25% base chance to make a car explode on dismissing it again. Reliability will lower the chance to 10%.
- Bigfoot will now retreat to the forest after each security guard attack
- Bigfoot is a little more dangerous after day 10

- Deers being hit by cars now register againt the contract counter.
- Zombies should now groan again.
- Cars should honk again.
- Maintenance worker repair stomps work again on various tasks.
- Prevented the pause window from increasing queue time counters.
- Fixed issue near tunnel opening causing cars to flip over/turn.
- Changed T4 bus shading to be less dark.
- Additional optimisations to reduce some processing spikes
- Adjusted the car watchdog to better capture cars partially off the road and despawn if in a bad state.

- HQ Directives has improved tracking options.
- Added a controls section under the options menu.
- Smoother counting of queue wait times.
