Patch 0.14.8 - UI Update, Balance and Gameplay Bugs

Today I'm launching the new version of the UI - it is not complete across all menu's and screens.
To enable the new UI - hit the console button (~) and type in UI2, you can swap back to UI1 at any time.
This is a preview for all early access players and collect any feedback. The tutorial is not yet aligned to it.
The menu's will be updated over the next few days/updates. After this it will be migrated to the primary UI.

- The Tollworker union has deemed if an booth worker completes two hours of a shift, they will be unavailable for their next shift - preventing worker exploits.
- Tollworkers now gain experience at the end of their shift based on the duration they spent in the booth.
- Base safety generation bumped from +1 every 30 seconds to every 40 seconds. Drivers have been too safe.
- Slight change to make the weighting for happiness more dependent on safety and less dependent on road quality. Safer roads will see happier drivers.

- HQ daily directives refresh at 7am once again as intended.
- Music player will no longer get lost on window resizing.
- Implemented protection against workers falling through the world and never reaching their jobs
- Maintenance workers on patrol should now stick to a single ghost target to dismiss
- Added fall-through the world protection for enemy mobs (zombies, bigfoot, protestors etc)
- Booths can no longer trigger an "absent booth" if it was unstaffed for only the very end of the shift.

- Added a new experimental UI - this can be viewed by typing UI2 into the console. Swap back to default by typing UI1.
- Worker Briefing Operational Control will now show +1 Happiness over the booth when it comes into effect.
For the next patch, outside of bugs, balance and UI - I'll be looking to start to add more content.
