Attempting to fix these bugs:
Tech/Culture progress stuck
People gathering herbs get stuck at the map edge when returning
Error when placing items, causing items to be stuck in characters' hands and unable to be put down
These bugs are all extremely difficult to reproduce, so they might not be completely fixed.
