Here are the notes:
Added the loadouts menu! You can now save gear configs for later. Upgrading items in the armory will also carry over to your loadouts automatically.
The haunter attack will now play its sound effect even if you are hopped to a remote computer.
The There and Back ability now allows you to use free abilities when your armor is less than maximum. Having to specifically use a repair station to get out of this ability's downside (or be very clever with healing ahead of time) felt a bit too restrictive.
The Going Mobile passive now has a deadzone. If your mouse cursor is placed on your character, they will stop moving.
Optimized Perk Loading. You may need to re-equip some of your perks! One bit of spaghetti code required that all perks in the game be loaded into memory in order to give the player what they needed. This has been fixed so that only necessary perks are loaded. All in all it shaves about a hundredth of a second off of load times!
Fixed a minor AI issue that could cause agents to pause for a few seconds after repeated exposure to their target.
Fixed typos.
