This small patch lets you save basements with template lots and helps prevent disconnects between vtserver and vtclient when doing stuff with big maps.

- - Fixed yOffset not being saved when server is shut down, causing basements to be lost on load and buildings to be elevated. To fix this you must re-save the lot.

- - Template lots now save basements
- - Added a new, topical, faction name
- - Added bigger map generation options (10km, 12km and 16km)
- - Added a warning for generating maps greater than 4km x 4km, and a more aggressive warning for generating maps greater than 8km x 8km.

- - vtserver will now send heartbeat packets every second to each player while said player is connected (prevent timeout during map gen with mods)
