Bugfix - May 11
Several fixes related to NPC spawning issues, where NPCs would only spawn once and not respawn in the same location when not killed. (As before, NPCs like animals and wandering humanoids will move to a new spawn location when killed, which may be near or further away in the same zone.)

Fixed a new issue that caused NPCs to accumulate over time, requiring daily zone server restarts.
